Jilin Talent Policy Package Targets Embodied AI and Future Industries: A Guide for Foreign Founders
Jilin Province issued a 13-point human resources measures list to support embodied intelligence, humanoid robotics, hydrogen storage, aerospace information, biomanufacturing and atomic-level manufacturing. Here is what foreign founders operating or registering a company in China should note.
Jilin Rolls Out HR Measures for Future Industries
Jilin Province has published a measures list designed to channel human resources and social security policy toward “embodied intelligence and other future industries.” The document, issued by the provincial Human Resources and Social Security Department as Ji Ren She Fa [2026] No. 6, is dated 13 May 2026 and was released on 18 May 2026. It implements provincial party and government arrangements to support future industries and instructs lower-level departments to apply the measures according to local conditions.
The measures cover a defined set of sectors: embodied intelligence and humanoid robotics, hydrogen energy and new-type energy storage, aerospace information, biomanufacturing, and atomic-level manufacturing. Throughout the list these are collectively referred to as “embodied intelligence and other future industries,” and the entities covered include relevant key enterprises, universities, and research institutes.
For foreign founders building a company in China, the document is best read as a map of where provincial talent funding, hiring support, and evaluation flexibility may be available, rather than as a guarantee of any particular benefit.
Talent Introduction and Flexible Recruitment
Special recruitment posts
Covered employers may apply to establish special posts for recruiting “high-level, high-precision, and scarce” talent under an existing 2025 departmental notice (Ji Ren She Han [2025] No. 87). The measures allow application conditions to be relaxed appropriately and set quotas to be raised. High-level talent recruited against qualifying posts can be directly recognized as Class A–D talent and receive the corresponding treatment.
Flexible recruitment of top talent and teams
Covered entities may bring in top domestic and overseas talent and teams on a flexible basis through project cooperation, part-time engagement, technical guidance, or technical consulting. They can apply for funding under the department’s annual flexible high-level talent (team) subsidy project intake notice. The measures promise preferential support, with selected projects eligible for up to RMB 2 million in subsidies.
Hosting recruitment events
Entities may hold talent-gathering events within the province and apply under the annual talent platform and carrier funding project intake notice. Selected projects can receive up to RMB 1 million in funding support.
Postdoctoral and Career-Path Support
The measures increase support for postdoctoral research stations and workstations in the covered fields. Newly established station units can receive a subsidy of no more than RMB 500,000. Full-time postdoctoral researchers newly entering a station receive RMB 50,000 per year for two consecutive years during their station period. Those who leave the station, remain employed in the province, and sign an employment contract of five years or more with an enterprise or public institution receive RMB 100,000 each.
On career progression, enterprises in the covered industries may, in line with their own preferences and enterprise职称 self-assessment rules, be authorized to conduct their own professional title evaluations. Core technology breakthroughs, commercialization of scientific and technological achievements, industrial implementation, and actual economic benefits can serve as important bases for title evaluation.
Relaxed criteria for scarce talent
For urgently needed talent in these fields, academic-degree and years-of-experience requirements for applying for the corresponding professional title level may be relaxed appropriately. Engineering and technical personnel who have broken through key core technologies and made major contributions may apply directly for senior engineer status.
The province also plans to improve talent classification and grading standards, building diversified recognition channels such as direct recognition and comprehensive review that reflect the technical characteristics and job needs of these industries. Qualified key employers may be granted comprehensive review authority through established procedures. The document also calls for exploring a talent pool for these industries to better connect talent with industry.
Employer Services, Hiring, and Graduate Support
A contact and liaison system will be set up with covered entities, with support measures pushed point-to-point, one-on-one business guidance, timely handling of requests, simplified procedures, and shortened processing times.
The department will track recruitment needs and hiring plans of covered entities, including education, major, and age requirements. It will support live-streaming recruitment brands — named in the document as “Yi ‘Zhi’ You Ni” and “Shan Ying Jiejie Zhao Gongzuo” — in visiting key enterprises, organize recruitment fairs for these industries, and provide targeted online and offline recruitment services within and outside the province.
Training, graduates, and startups
Covered entities may jointly run “industry-university-research-application” talent training projects and apply under the annual talent training base project intake notice; selected projects receive RMB 200,000 in funding.
For absorbing university graduates, qualifying entities can access employment living subsidies or employment-and-startup rental subsidies of RMB 1,000 per month for undergraduates, RMB 1,500 for master’s graduates, and RMB 2,500 for doctoral graduates, for up to 24 months. One-time housing purchase subsidies for employment and startup are RMB 30,000 for undergraduates, RMB 50,000 for master’s graduates, and RMB 80,000 for doctoral graduates. These are not enjoyed simultaneously with rental or settlement subsidies.
Enterprises in these fields may run startup competitions and promotional activities, with qualifying projects eligible for up to RMB 500,000 in special startup funding.
